Response to IE Bulletin 80-15, Possible Loss of Emergency Notification System (ENS) with Loss of Offsite Power
Dear Sir:
Reference (b) revealed a potential for the loss of the Emergency Notification System with a loss of offsite power. Maine Yankee has completed the requested actions and offers the following information, numbered to correspond with the bulletin.
The following information is submitted in response to your request for estimates of manpower expended in the research and subsequent performance of actions associated with this letter / bulletin / document:

Item 1:
Direct inspection, in conjunction with the appropriate I
telephone company representative, revealed that the ENS was powered from a non-vital lighting circuit powered from on-site power.
l Item 2:
The power supply for the Emergeny Notification System (ENS) has been changed such that it is now connected to an emergency bus through a transformer and circuit breaker.

In the event of a loss of offsite power, the emergency bus will be fed by one of two emerr,ency diesel generators.
The existing monthly test af the diesel generators demonstrates that the loads on the emergency 'ouses will have adequate power.
This test is considered sufficient to ensure that the ENS would remain operable in the event of a loss of offsite power.
Item 5:
A directive has been issued requiring operators to notify the NRC Operations Center within one hour of the time that one or more extensions of the ENS is found to be inoperable.
