Per our telecon on July 2, 1980, I advised you that the Genera g Electric Co. Nuclear Energy Business Group (NEBG) is expecting a shipment of irradiated reactor fuel from Sweden to the G.E. Co.
Vallecitos Nuclear Center, Pleasanton, CA.
This shipment consists of the G.E. Co. Model 600 Series Cask, NRC

Certificate No. USA /5980/B( )F, with 13 irradiated fuel segments.
The radioactive material, exclusive of cladding and containers, has a weight of 6,997. grams and an activity of 5600 curies. The total gross weight of the shipment is 20,700 lbs. This ship ent is scheduled to depart Gothenburg, Sweden via the Johnson Scan Star vessel Margaret Johnson, Voyage 59W on July 28, and will ar-rive at its first U. S. Port of Call, Los Angeles, on August 25, 1980. The ship will be at Teminal Island, Berth 228 D for 4-6 hours before departing for the Port of Oakland, where the shipment will be off-loaded for delivery to Vallecitos on August 26, 1980.
As previously mentioned, effective July 3, 1980, the Nuclear Regu-latory Comission implemented new requirements in 10 CFR Part 73, "The Physical Protection of Irradiated Reactor Fuel in Transit".
One of the requirements is to have an armed escort maintain continu-ous surveillance of the shipment vessel while docked within a heavi-ly populated area. The escort must be a member of a local law en-forcement agency, who is equipped with nomal LLEA radio comunica-tions. The escort will be required to make 2 hour2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> check calls to the Licensee's Communications Center and maintain a written log in-cluding infomation describing the shipment and any s.gnificant i
events ogcuring during surveillance of the shipment vessel. The written log must be fonearded to the Licensee, where it will be kept on file a period of not less than one year.
General Electric Co. is setting up their own Communications Center in San Jose for the purpose of monitoring irradiated fuel shipments.

I also plan to visit the Terminal facility to better understand the logistics and the potential surveillance problems that a single escort may encounter.
Enclosed is a copy of the Nuclear D.egulatory Commission amendments to 10 CFR Part 73 and the parts of NUh2G-0561, " Interim Guidance", which cover sea shipments.
I have identified with a yellow marker, areas which are both general and specific to ocean vessel and U. S. Port Se-curity requirements.
As you had indicated that you could provide the necessary escort cover-age for this shipment during our telephone conversation, I would like to initiate a Purchase Order to cover those services. I would appreci-ate it if you could send me a cost proposal based on the escort services of one patrolman on an off-duty or overtime basis, plus any charges for

associated communications equipment.
If pu feel that proper surveil-lance of this shipment may require two patrolmen instead of one, please include in cost proposal.
