Dear Mr. Helfrich:

Enclosed please find an application from General Atomic Company for a license to export replacement parts and components valued at $300,000 to West Germany for use in four research reactors.

We advised the applicant that items listed in 10 CFR 110 Appendix A (a) (2) and (3) require a utilization license as these are mjor componets of a nucisar reactor.

The applicant has informed us that rone of the components proposed for e:: port fall in these categories which would require a utilization facility license.

Before taking action on this license application, we would appreciate your views, in accordance with established procedures and from the overall perspec-tive of the Executive Branch, as to whether the proposed export meets the ap-plicable criteria in the Atomic Energy Act of 1954 as amended by the Nuclear Norcoliferation Act of 1978.
