Ng'O MEMORANDUM AND ORDER 2.4g A report, dated August 26, 1980, submitted by the NRC Staff, on its own behalf and that of the Licensee and the several petitioners for intervention, recommended that the petitions by Mr. Steven C.
Sholly, the Environmental Coalition on Nuclear Power (ECNP) and

Mr. William A. Lochstet be granted but that a ruling on contentions be delayed pending further discussions.
The Licensee and NRC Staff agree that each of the petitions have submitted at least one litigable contention.
The Board accepts as parties in this proceeding Mr. William A.
Lochstet, Mr. Steven C. 'Sholly and ECNP upon the condition that it subsequently finds that each of said parties have advanced at least one litigable contention as required for intervention by 10 CFR 52.714.

... The intervenors, Mr. Lochstet, Mr. Sholly and ECNP are ordered to file on or before September 17, 1980 responses to the Staffs Motion to Conform Proposed Technical Specifications in Accordance with Modification of Order dated August 11, 1980.
The request of ECNP for copies of the transcripts and other help provided by " Procedural Assistance in Adjudicatory Licensing Proceedings" 45 Fed. RS. 49535 (7/25/80) is noted and will be forwarded by the Board to the Office of the Secretary, NRC, Docketing and Service Branch.
