Description of Event

On August 1, 1980, with the unit at 100% power, it was discovered that the power supply for a temporary air compressor had been connected to the "1H" emergency bus and there was no approved jumper log for this connection which is reportable by T.S. 6.9.1.9.c.

This temporary motor driven air compressor along with a diesel driven air compressor was being used to supply instrument and service air to the two units since the installed air compressors had failed.

Probable Consequences of Event Although the installed instrument air compressor which is normally loaded onto the emergency bus was disconnected, its rated load was only 34 kw compared to approximately 225 kw for the temporary air compressor.

The emergency diesel generator had not been tested with this additional load during preoperational testing. Therefore, had a Safety Injection or Containment Depressurization Actuation occurred in coincidence with a loss of offsite power, the "1H" diesel generators dynamic response may have been impaired.

Cause of Event

On July 31, 1980, the electrical department connected the temporary air compressor to the emergency bus without an approved jumper log and the compressor was loaded onto the emergency bus.

Immediate Corrective Action

The temporary air compressor was unloaded and its power disconnected from the emergency bus.

Nuclear Safety and Operating Committee.
