DAIRYLAND POWER COOPERATIVE LA CROSSE BOILING WATER REACTOR (LACBWR)
PROVISIONAL OPERATING LICENSE NO. DPR-45 APPLICATION FOR AMENDMENT TO LICENSE
Reference:
(1) 10 CPR 50, Section 50.90 (2) 10 CFR 170, Section 170.22 Gentlemen:
In accordance with the provisions of Reference (1), an application to amend Provisional Operating License No. DPR-45 for the La Crosse Boiling Water Reactor is hereby filed with three (3) signed original applications, together with thirty-seven (37) copies.
This change has been determined to be a Class II Amendment being administrative in nature as defined in Reference (2), and a check for $1,200.00 is enclosed to cover the fee.
The enclosed change consists of proposed revisions to the adminis-trative section of the LACBWR Technical Specifications, reflecting changes in the Dairyland Power Cooperative management structure and the facility staff, and incorporating Standard Technical Specifications.
The proposed Section 6.0 submitted herein is complete.
The majority of the present Section 3.0 has been incorporated into the proposed Section 6.0 in order to conform to Standard Technical Specifications.
The remainder of the present Section 3.0, e.g.,
Section 3.14, is to be deleted for the following reasons:
Section 3.14.1 - The requirements for having and using written procedures is addressed in Section 6.8 of this submittal. f 200908o 239

Section 3.14.3 - The requirement for drills (training) is addressed in Section 6.4 of this submittal.
Section 3.14.4 - The requirement to have and use procedures for off-normal operations is addressed in Section 6.8 of this submittal.
Section 3.14.5 - The requirement of Sitift Supervisor control of bypass keyswitches is contained in written, approved procedures used under the supervision of the Shift Supervisor.
Section 3.14.6 - This requirement of Shift Supervisor control of locked plant valves is contained in written, approved valve lineup lists or procedures, used under the supervision of the Shift Supervisor.
Section 3.14.7 - The requirements of the Plant Superintendent authorizing the bypassing of interlocks is contained in written procedures, approved by the Plant Superintendent.
Section 4.1 - General and Sections 4.1.1 and 4.1.2 are to be deleted for the following reasons:
Section 4.1.1 - This requirement is specified in Paragraph 2C (2) of Provisional Operating License No. DPR-45.
Section 4.1.2 - This requirement is contained in Table 6.2.2-1, Minimum Shift Crew Composition, contained herein.
Change Section 4.1.3:
4.1.3 During periods when the reactor is in condition 3, 4,
or 5, either Channel 1 or 2 of the Nuclear Instrumentation System shall be in operation and shall be monitored by the operator.
Delete the asterish and attendent note on the hottom of page 28.
This change removes the ambiguity of the definition of " shutdown" here and the definitions of shutdown on page 27x, in the Table of Operational Conditions. l
