This is to advise you that four Coanissioners have agreed that there is no need for a review of this decision of the Director of Nuclear Reactor Regulation, Commissioner Gilinsky did not participate in this action.
In connection with his concurrence in no review, Co=nissioner Bradford provided the following com ent:
"I am not comfortable with the decision on Appendix J failures, but I don't believe that that issue warrants further attention in the context of this reactor since it is apparently to be decomissioned.
The Office c,f the General Counsel was informed of this action by telephone on April 16, 1980.
