SUBJECT:
SUMMARY
OF MEETING ON JULY 28, 1980, TO DISCUSS THE LICENSEE'S PROPOSED RISK ASSESSMENT OF THE BIG ROCK POINT PLANT On July 28, 1980, a meeting was held with representatives of the Consumers Power Company (CPCo) at the Big Rock Point plant, Charlevoix County, Michigan.
A list of attendees is enclosed (Enclosure 1).
CPCo has proposed that the implementation of a number of NRC requirements from TMI lessons learned, emergency planning, etc., be delayed pending the completion of an ongoing risk assessment of the Big Rock Point plant early in 1981. One of the items that CPCo proposed be delayed is the technical support center. The primary purpose of the meeting and tour of the facility was to address NRC concerns regarding the adequacy of the interin technical
'l support center to provide its intended function in the event that a delay 1
in implementation of the permanent technical support center was granted.
4 We discussed the habitability of the interim technical support center, comunica^ns between the control room and the interim support center, and the manning of this interim center in the event of an accident. CPCo stated that current plans are to place six air packs in the interim technical support center. There are already two such packs in the control room. Man-ning of the interim technical support center is described in volume 9A of the Big Rock Point plant site emergency plan implementing procedures. NRC personnel raised a concern regarding the possibility of high radiationlevels in the containment preventing those personnel assigned to the interim tech-nical support center from gaining access. CPCo personnel stated that they believe that there would be time to call in personnel before radiation levels would limit access.

Crutchfield August 6, 1980 A discussion of the communications available in the technical support center is also presented in the site emergency plan implementing procedures CPCo provided a copy of the procedure to estimate the extent of core damage during accident conditions using the readout from a:. ionization chamber outside containment (Enclosure 2). We also discussed modifications to the surveillance testing of the diesel generator proposed ty the NRC to reduce the risk of a severe accident.
CPCo will suomit a letter addressing the NRC concerns, including a commitment to modify the diesel generator surveillance testing.
