Three Mile Island Nuclear Station, Unit 1 (TMI-1)
Operating License No. DPR-50 Docket No. 50-289 IE Bulletin 80-16 This letter is in response to IE Bulletin 80-16 and modifies our previous submittal of August 14, 191.0 (TLL 361).
This bulletin concerns the potential misapplication of Rosemount, Inc. pressure transmitters.
I.
Use of Rosemount Transmitters:
TMI-1 uses four (4) of the Rosemount Model 1152 GP transmitters with output code A in the Reactor Protection System (RPS).
The instrument tag numbers are RC-3A-PTl & PT2 and RC-3B-PTl & PT2.
These instruments, via the Reactor Protection System, trip the reactor on high and low RC pressure. The high pressure trip setpoint is 2300

psig and the low pressure trip setpoint is 1900 psig.

II.
Effects of over and reverse pressure:
1 Neither the over pressure nor the reverse pressure conditions would pose any problem in our application. The explanation follows:
A.
The Over Pressure Condition During an over pressure event, the ambiguous output does not occur until conditions exceed 140% of the upper range limit. indicates that the upper range limit l
of the model 1152GP9A92T0010PB transmitters in our application l
is 3000 lbs.
Therefore, the instruments must see P > 4200 l
lbs. before they would exceed the 140% of upper range limit.
However, the 4200 lbs. pressure could not occur because the pressurizer code safety valves are set to lift at 2500 psig.

The Reverse Pressure Condition During a reverse pressure event, the a=biguo'us output does not occur until conditions exceed 1402 of the upper range li=it of 3000 lbs.
As a result, the instru=ents cust see P > 4200 lbs. (reversed) before they would produce a=biguous output.
In " gauge-pressure" =easure=ent (as in our case), =axi=u= reverse pressure would be one at=osphere which is 14.7 psia versus 4200 psig reverse pressure which the instru=ent can withstand without producing a=biguous output.
Therefore, the reverse pressure required to produce an a=biguous output could not occur.

Over or reverse pressure greater than 4200 psig.

Se rvice/ Function: RC Pressure-Narrow Range / Reactor Trip on high (2300 psig) and low (1900 psig) RC pressure.
