SUBJECT:

2.206 REQUEST TO SUSPEND TROJAN LICENSE The Commission has referred to the Staff for action under 10 CFR 2.206, a telegram from E. Rosolie on behalf of the Trojan Decomissioning Alliance.

The Alliance requests imediate suspension of operation of the Trojan plant on the basis of ongoing volcanic activity at Mount St. Helens.

The Alliance alleges that studies of the effects of the volcano on Trojan are invalid and evacuation problems under current conditions have not been addressed.

Since the Staff has not taken action to close Trojan because of the eruptions at Mount St. Helens, I imagine that you would deny the petition. Accordingly, a response should be issued without first acknowledging the petition.

Because the petition requests emergency, immediate relief, a final response to the petition should be issued by June 13, 1980.

If it is not possible to complete the response within this time, the petitioner should be notified immediately that the petition is under consideration and under no circumstance should a response be delayed beyond June 30th, the SECY suspense date.

I have enclosed a draft cover letter and draft introductory paragraphs for the 2.205 response. The remainder of the response should brietly discuss:

- Effects, if any, of the volcano on Trojan operation

- Protective measures taken Impact, if any, of volcano on ability to evacuate Trojan in event of nuclear accident.

We will assist your staff as necessary in issuing a response to the petition.
