COMMENTS ON LER 80-061/0IT-0 DATED JULY 17, 1980, NORTH ANNA UNIT 1 The subject LER discusses low flow from Auxiliary Feed Pump 1-FW-P-3B. An analysis indicates the pump may only reach 335 gpm (5 gpm or 1-1/2% below the design point). The licensee recommended shutting off the recirculation flow as an interim fix until the cause of the low flow is ascertained.

We do not agree with the licensee's proposed course of action; the recircu-lation flow path should be retained to protect the pump. We understand that the licensee's analysis is based entirely on system head loss calculations.

Such analyses usually predict higher losses than those measured in actual tests. We discussed this subject with Mr. R. W. Calder of VEPC0. Mr.

Calder stated that AFW pump tests would be conducted in a matter of weeks at which time the actual flow would be determined.

We recornnend that the pump protection provided by the recirculation flow be retained. We will accept the 1-1/2% flow uncertainty for the short period until the pump tests are conducted. Should the low flow condition persist, further action will be required when the test information is avail-able.
