O ENCLOSURE SEQUOYAH NUCLEAR PLANT UNIT 1 RESPONSE TO INFRACTION 327/80-21-01 Infraction 327/80-21-01 As required by Section 6.8.1 of the technical specifications, " Written procedure shall be established, implemented, and maintained covering the activities referenced in Appendix A of Regulatory Guide 133, Revision 2," and TVA Division of Engineering Design, Enginee' ring Procedure EN DES-EP 1.01, Preparation and Processing of Division-Level Engineering Procedures, Section 3 1, states that all activities affecting the quality of design, construction, and operation will be done with controlled written instructions or procedures.
Contrary to the above, as of June 26, 1980, approved written procedures were not available to perform the isomstric walk-down inspections and engineering evaluations.
Corrective Steps Which Have Been Taken and Results Achieved At the time of the actual inspection work, it was inaccurately ' believed that Sequoyah Nuclear Plant Maintenance Instruction 6.17 (MI 6.17) fully met the requirements of the NRC. Upon joint review during the June 24-26 inspection, it was agreed that this was not true. On July 14, 1980, the procedures actually followed by design employees were approved and issued.
In addition, approved procedures were issued before the current IE Bulletin 79-14 inspection work began on Sequoyah unit 1.
Corrective Steps Which Have Been Taken to Avoid Further Noncompliance The appropriate employees have been informed that all future TVA efforts with respect to IE Bulletin 79-14 require approved procedures before any ac tions.
