Dear Sir:
On August 20, 1980, the NRC regionsi meeting was held in Chicago, Illinois, to discuss the functional requirements for emergency response facilities, including the Technical Support Center (TSC). At this meeting, members of the NRC Staff informed utilities that the implementation date of January 1,1981 for the permanent TSC had been postponed until April 1982 and that the previous requirement for the upgraded TSC by January 1,1981 is no longer applicable.
Based on this change in the NRC requirement, this letter is to inform you that the commitment made in the January 2,1980 PGE letter for the upgraded TSC in the Viewing Gallery will not be implemented and that the TSC established in the Ac'.ainistration Building conference room will be

maintained as an interim TSC until April 1982 when the permanent TSC is completed. Description of the conceptual design for the permanent TSC will be submitted to the NRC for review by the end of September 1980.
