Dear Sir:

By an order dated August 7, 1980, the Commission has solicited comments on'whether it should reopen GESMO and other recyclcerelated licensing proceedings, on what action, if any, the Commission should take regarding the license applications listed above which relate to the commercial reprocessing of nuclear material and on whether the Commission should consider any other actions relating to this subject.

On behalf of West Michigan Environmerital Action Council, Inc.

("WMEAC"), a Michigan non-profit corporation which has an interest in the GESMO proceedings, let me state that WMEAC agrees with the position of the Administration as expressed in the letter from Stewart E. Eizenstat to Chairman Ahearne dated July 14, 1980, where he states that "a reopening of GESMO would be inimical to national security and contrary to the non-proliferation and foreign l

policy interests of the United States."

It is the position of WMEAC that the GESMO proceedings should remain terminated.

The Commission should take no further action with respect to license applications relating to the commercial reprocessing of nuclear material or relating to the use of recycled plutonium.

The Commission should take all actions necessary to prevent the commercial uce of recycled plutonium and refrain from taking any actions which would result in the commercial use of plutonium.
