Dear Mr. DeFusco:

Thank you for your letter of August 9, 7980.

I share your concern about nuclear power plant emergency preparedness. The NRC and the Federal Emergency Management Agency (FEPA) have an active program in this area. The NRC must receive a positive finding from FEMA with regard to State and local emergency preparedness (including evacuation plans) before an operating license is granted for the Seabrook plant.

In this regard, I am enclosing a joint FEFA/NRC report which may be of interest.
