7018 Vagabond Drive Falls Church, Virginia 22042 March 21, 1980 Mr. John F. Ahearn, Chairman Nuclear Regulatory Commission 1717 H Street, N.W.'

Washington, D.C. 20555

Dear Mr. Ahearn:

In regard to the current controversy relating to the proposed release.

into the attuosphere of radioactive gases at the Three Mi'io Island nucicar reactor I propose the following possible solution.

At the highest level of the radioactive gas. container in the reactor introduce helium gas slightly heated above the ambient temperature of the' container.

Simultaneously, at the base of the container remove the heavier downward-displaced radioactive gas

'and highly compress it or liquify it for physical removal to the ocean for safe disposition.

When sampics of the gases at the exit point become acceptable in the level of radioactivity it should be safe to vent the displacing helium 1 ' gas to the local atmosphere.

I I believe that this solution is reasonably practical and merits careful consideration.

Sincerely yours,

.httg.t}stAWA' ephen J. Cawarecki, Ph.D.
