Dear Dr. Clark:

Ventilation Facility Attached are drawings of a tornado missile barrier proposed to be built at the north side of the Head End Ventilation system enclosure at West Valley, New York. This design was developed after the discussions of potential tornado missiles at the meeting in the NRC offices, Silver Spring, Maryland, on June 18,1980.

It is believed this design will adequately reduce the effect of missiles on the top portion of the north wall so that this section meets the same criteria as that applied to the remainder of this facility.

After your review and concurrence, this barrier will be constructed and installed within about sixty days of your approval.

Very truly yours,
