Denton, Director August 15, 1980 Page 2 The Zion FSAR (Section 9.6 and Answer to Question 9.1) and the October 6, 1972 NRC SER (pages 9-5 and 9-6) state that only two service water pumps are required for a unit in normal operation and that only one service water pump is required for emergency shutdown or accident conditions.

In addition, the power supply is arranged so that one pump is on each of the six separate essential buses.

The emergency requirements are less because during accident conditions various non-safety related flow paths are isolated.

Based on the above references, having five of six service water pumps in service will provide suf ficient coverage for any postualted loss of coolant accident coincident with a loss of of fsite power and any other single failure of an active component.

In addition, during this period, the main 48-inch service water headers for each unit will be cross-tied, thus allowing service water requirements for a unit to be satisfied by pumps from either unit.

The proposed techical specification cnanges of Attachment 1 have been reviewed and approved by Commonwealth Edison On-Site and O f f-site Review.

Commonwealth Edison has determined that this proposed amendment is a combined Class III and Class I Amendment per 10 CFR 170.22.

As such, Commonwealth Edison has enclosed a fee remmittance in the amount of $4,400.00 for this proposed amendment.

Commonwealth Edison has concluded that the proposed amendment change involves a single safety issue that does not involve a significant hazards consideration.

Since Zion Station has determined that the circulating water pump maintenance program should commence as soon as possible, Commonwealth Edison respectfully requests the NRC Staff to expeditiously review and approve the proposed changes contained herein.
