UNIT 1 - EVACUATION TIME ESTIMATES Gentlemen: .

This letter is in further r6sponse to your July 2, 1980 letter requesting submission of estimated evacuation times within a ten mile radius of the Zimmer Nuclear Power Station.

As you know, on August 1, 1980, we transmitted the earlier studies performed by the States of Kentucky and Ohio.

A study performed by the Clermont County Disaster Service Agency had been earlier submitted to you. Because of questions concerning these reports, we obtained an independent assessment by the Stone & Webster Engineering Corporation, " Preliminary Evacuation Time Study of the Plume Exposure Emergency Planning Zone Around the Wm. H. Zimmer Nuclear Power Station," dated August, 1980, six copies of which are enclosed.

As noted in the report, a comprehensive analysis of the factors involving the evacuation of population in the vicinity as a result of an assumed hazard at Zimmer cannot be completed until the final NRC/ FEMA position is available and the plans of the responsible state and local agencies developed therefrom.

We will continue to work with these agencies to assure that the measures considered necessary to the protection of the 8008200160
