The enclosed information supplements the response provided in reference (a) to the item of noncompliance discussed in IE Inspection report 50-373/80-24.
This information is provided as a result of discussions with Messrs.
L. Spessard and R. Walker of your staff in the July 3, 1980 meeting noted in reference (b).
Per a July 23, 1980 telephone conversation with Mr. L. Spessard, this response is being provided within an acceptable length of time.

a Enclosure Supplemental Response to Notice of Violation Based on our review of the NRC's concerns expressed at the meeting of July 3, 1980, we have institued the following activities.
These activities are designed to improve the interface between the Operations and Construction Department.
1.
Beginning July 21, 1980, the Start-Up Coordinator is attending the morning meeting held by the LSCS Operations.
He reviews the major construction activities that could impact on LSCS Operations or testing.
2.
The Station Construction Department is developing a schedule for turnover of plant areas required for Unit #1 operation.
This schedule will reflect the goal of having 90% of the areas turned over to Operations 2 months prior to fuel load.
The initial schedule will be developed by 9/1/80 and updated as required.
3.
Meetings have been held with the Station construction personnel and the management of the major site contractors to emphasize the importance of the Out-of-Service Procedure and the Temporary Turnover agreement.
All parties were directed that no work will be performed on a system relased for pre-op testing without a temporary turnover.
4.
A Review of the Temporary Turnover Agreement is being made.
Utilizing the experience gained to date, the objective is to strengthen and reinforce the Temporary Turnover Agreement.
5.
In addition, a management review of the LaSalle County Project ciganization is currently being made to determine the extent to which changes are required to address the concerns expressed by Region III.
The NRC will be advised of any changes in the project organization resulting from this review.
Full compliance has been achieved.
