SUMMARY
OF JULY 8-10, 1980 MEETING REGARDING APPLICANT QUALIFICATICNS 1.
General During the period July 8-10, the staff met with representatives of the applicant to discuss their qualifications to operate the proposed V. C. Sumer Nuclear Station. The meetings were also attended by a representative of South Carolina Public Service Authority (SPSA), part owner of the facility and a representative of GROW, who stated he was appearing in behalf of the intervenor in this proceeding. A list of those persons who participated in the meetings is included as Enclosure 1.
2.
Purcose The purpose of the meeting was to review the adequacy of the applicant's organization for operation of the facility and the a lequacy of the applicant's staff.
3.
Discussion July 8, 1980 The staff met with representatives of the applicant in the South Carolina Electric & Gas Company (SCE1G) corporate office.
T. C. Nichols, Vice President & Group Executive, Nuclear Operations, SCE&G, discussed their proposed reorganization with the staff. The reorganization was announced on July 1, 1980, and was to be made effective on July 15, 1980.
A copy of the overall organization chart is presented in Enclosure 2.

July 9, 1980 The staff met with representatives of SCE3G at the V. C. Sumer plant.

Interviews were conducted with the following individuals:

W. R. Baehr The primary purpose of these interviews was to review the staff concerns that were developed as a result of previous interviews. These interviews did not disclose any new infonnation which caused us to alter our concerns.
Following the interviews, we met with the applicant's representatives to sumarize our concerns. This sumary meeting was attended by the following management representatives of the applicant:

(1) The SCEIG Corporate Nuclear Engineering 3rcuo should be relccated under the Vice President & Group Executive for Nuclear Operatiens as a secarate line function or combined with the Licensing line function.
(2) An SCEIG cor; orate nuclear training function snculd be established under the Vice ? resident i Group Execative for Nuclear C;erations.
(3) An SCElG corpcrate nuclear maintenance function snculd be established under the Vice President & Group Executive for Nuclear Operaticns.
(4) There is no SCE3G corporate involvement in the plant training program.
(5) The current and projected size of the SCElG engineering organi:atien will likely result in too much reliance on outside assistance.
(5) There is insufficient hands-en operating experience in the SCElG l
l organization.
t (7) The lines of ccmmunicaticn in the SCE3G Ccrporate organi:atien are too informal.
(3) There accears to be no formal review of plant operating procedures in the SCElG cor; crate crgani:ation.
(9) The on-site Engineering Evaluation Group snculd be ccerating new.
(10) The off-site Review Group should be operating new.
l (11) The SCEIG management should take immediate steps to assure that all levels of ne clant management understand and are committed to making the Shift Superviscr/ Shift Technical Advisor interface function procerly. There acpears to be a significant potential for a conflict based en tne interviews we conducted.

The staff also notei that it would recuire the a:clicant '.a prcvide a formal

We also stated that this coccarisen shculd justify any areas of non-conformance. We noted that additional cencerns r,ay result frcm our review of that suanittal.
The acclicants stated that they would be able to rescend to cur twelve concerns within the next two weeks.
