Dear Mr. Seyfrit:

River Bend Station - Units 1 and 2 Refer to: RIV Docket Nos. 50-458/IE Bulletin No.79-03A 50-459/IE Bulletin No.79-03A Gulf States Utilities provides the following response with re-gard to IE Bulletin 79-03A.

This response addresses the A/E (S&W) l scope of supply. A supplemental report will be forwarded to you by September 15, 1980 providing the response for the NSSS (GE) scope.

The actions required by the NRC for IE Bulletin 79-03A and the response for the A/E's (S&W) scope of responsibility are:

1.

" Determine whether SA-312 or A-312, Type 300 Series fusion welded pipe is in use or planned for use in safety related systems subj ect to design stresses greater than 85 percent of the code allowable stresses."

Response - SA-312 or A-312, Type 300 Series fusion welded pipe currently purchased or planned for use in River Bend Station is specified by design, to be within the 85 percent maximum allowable stress criterion at the design applica-tion temperatures.

2.

"For those piping components using greater than 85 percent of the allowable stresses, identify..."

Additional Comment - In discussions with the NRC to clarify certain aspects of IE Bulletin 79-03A, an inquiry was made as to the Eulletin's impact on design to Table I - 7.2 of ASME III i

Footnote 3 of this table gives a joint efficiency factor of 0.80 for single welded material which is not examined in accordance with NC-2550. The NRC concurred that this is a more conservative f actor which meets the intent of IE Bulletin 79-03A and that the "85 percent" need not be applied to the 80 percent of the tabulated allowable stress values for Class 3 pipe.

"For those facilities under construction and where access permits, the ends of all safety-related SA-312 and A-312 fusion welds should be etched to determine if CLP exists."

Response - In generic discussions with the NRC, an inquiry was made concerning the need to perform etch testing if the material in question met the 85 percent criterion of Item 1 above. The NRC stated that for such material no etch testing is required.

4.

"For facilities with an operating license..."

Response - Not applicable.

5.

"For facilities with a construction permit, a report of the above information shall be submitted within 120 days of receipt of the Bulletin."

Response - The above comments under Items 1, 2, and 3 form the response to IE Bulletin 79-03A.

Since all material pur-chased or planned for use in River Bend Station meets the cri-terion of Item 1, there are no other applications, reports, or CLP examination reports required.
