Letter, D.L. Renberger, WPPSS to 0.D. Parr, NRC, same subject, May 15, 1979 In the reference, copy attached, we requested NRC concurrence with our plans to perform a scale model recirculation sump test in lieu of the in-plant test we committed to during the construction permit review.

Because the commitment to perform an in-plant test was only made after considerable discussion with the staff, we believe we need NRC concur-rence to forego this test.

We have not yet received any response to our request.

We would appreciate receiving NRC concurrence of our plans to perform scale model recirculating sump tests in lieu of in-plant tests as soon as possible.

Dear Mr. Parr:

In response to WNP-1/4 PSAR question 6.77 and Regulatory Guide 1.79 the Supoly System committed in PSAR Amencment 15 to perform in-plant tests to d'.constrate the ability of the icw pressure injection system to circulate coolan* from the containment recirculation sump.

Since the time of that commitment we have become aware of the NRC's acceptance of scale model tests in lieu of in-plant tests.

The Supply System intends to perform model tests to verify the sump design and available NPSH. We propose to construct a model to a gecmetric scale of approximately 1:3 for these purposes.

Because the commitment to perform in-plant tests was made in response to a specific NRC request, we believe that receipt of a letter frcm the NRC approving scale model tests is approoriate before we begin to expend funds on this effort. At some later date we will be prepared to discuss with the staff the details of the proposed test program. At this time we are only requesting a letter stating that there is nothing wrong, of a general nature, in performing scale model tests in lieu of in-plant tests to satisfy our commitment in question 6.77, our commitment to paragrach C.I.b of Regulatcry Guide 1.79 including the need to verify vortex control and that cart of the available NPSH calculation concerning the screen and sump losses.

We would appreciate a reply to this request by May 25, 1979.
