Dear Mr. Keppler:
The following is in response to the routine inspection of LaSalle County Station Unit 1 conducted by Mr. R. D. Walker and Mr.
l F. A. Maura on May 12 through June 16, 1980.
Reference (a) l indicated that certain activities appeared to be in noncompliance i
with NRC requirements.
These activities are addressed in the enclosure to this letter.
As noted in Reference (a), this is the third occurrence of noncompliance in the area of cleanliness.
In our responses to the second occurrence (References (b) and (c)) we indicated that a new procedure describing plant cleanliness requirements had been written.
In order to assure thorough implementation, an engineer has been assigned as staff assistant to the LaSalle site construction superintendent whose only job is to review and resolve cleanliness deficiencies.
It should be noted that the instances cited in the inspection report occurred prior to the implementation of the new procedure addressing plant cleanliness.

Enclosure Response to Notice of Violation The item cf apparent noncompliance identified in Appendix A of the NRC letter dated June 27, 1980, is responded to in the following paragraphs.
10 CFR 50, Appendix B, Criterion II requires, in part, that activities affecting quality be accomplished under suitable controlled conditions, such as adequate cleanness.
Criterion XIII requires, in part, that measures be established to control the storage and preservation of material and equipment in accordance with work and inspection instructions to prevent damage or deterioration.
The Quality Assurance Program, Quality Requirement QR2.0, contains a Commonwealth Edison Company commitment to the regulatory position of Regulatory Guides 1.38, Rev. 2 and 1.39, Rev. 2 which endorse the requirements of ANSI N45.2.2-1972 and N45.2.3-1973, respectively.
Contrary to the above on May 23, 1980, the licensee was not providing adequate controls to maintain cleanness of the reactor vessel and on May 29, 1980, the licensee was not providing adequate controls to insure protection of the 1A Diesel Generator Air Start System Air Compressor Electric,
Drive Motors as required by ANSI N45.2.2-1972 and N45.2.3-1973.
Response
Corrective Action Taken and Results Achieved As noted in the inspection report details, the following immediate corrective actions were initiated regarding Unit 1 reactor vessel cleanliness:
A through cleaning of the cover area over the Unit #1 a.
reactor vessel.
b.
Locking of the access hatches through the cover with a padlock during periods in which the reactor vessel cavity access is not being controlled by personnel assigned.
Declaring and posting the area around the Unit #1 c.
reactor vessel as a no smoking, drinking or eating area.
The reactor vessel was subsequently thoroughly cleared prior to filling it with water, s
Regarding Diesel Generator Air Start System protection, the rain water was entering the HVAC room above the 1A diesel through some cored holes in the roof of the diesel generator building.
These cored holes were for the conduit feeding the dampers on the roof, and have been grouted.
The floor drain in the HVAC room was plugged and this is the reason the rain water backed up and ran through the ceiling opening landing on the (BGA) electric motor.
The floor drain was cleaned during the NRC inspection.
Corrective Action to Avoid Future Noncompliance The Station Construction Dept, has written Site Quality Procedure SQP13-13.
This procedure covers housekeeping.
The proeddure wat implemented on June 9, 1980 after the date of the two instances noted in the inspection report.
In addition a Station Construction field engineer has been added to the site staff and is responsible for the implementation of this procedure.
Housekeeping is the sole responsibility of this field engineer.
A letter has been sent to all members of the Production Dept. Tech Staff informing them of whom they can contact in Station Construction concerning housekeeping matters.
Date of Full Compliance Full compliance has been achieved.
