SUBJECT:

STAFF FINDINGS RELATED TO THE PROPOSED IMPORT OF 80,000 KILOGRAMS URANIUM ENRICHED TO 3.5% FROM THE FEDERAL REPUBLIC OF GERMANY (ISNM80009)

Exxon Nuclear Company, Inc., submitted an application dated June 23,1980, for a license authorizing the import of 80,000 kilograms of uranium as UF6 enriched to 3.5 percent U-235, from the Federal Republic of Germany. The material was enriched in the USSR and purchased by Rheinisch-Westfalischs-Elektrizitatswerk, (RWE).

RWE will ship the material to Exxon in Richland, Washington for the fabrication of fuel assemblies to be reexported for use by RWE.

Transportation will be by air or sea and by truck in approved 30-inch cylinders.

This request is essentially the same as previous requests to import low-enriched UF, for example, ISNM79005, and represents no material change in circumstances g

frcm conditions and findings which existed at the time of the earlier imports.

Consequently, it is recomended that this license be issued.
