Thank you for your letter of May 20, 1980 in response to our letter dated Acril 23, 1980.
As a result of our review, in regards to deviations A, C and D we have no further questions at this time.
We will review your corrective action during a future inspection.
Regarding deviation S, please note that it relates to an apoarent inconsistency between your Topical Report (WCAP 83701 and your QA manual.
The QA manual does not treat cleaning as a special process although it is designated as such in WCAP 3370.
WCAP 8370 is consistent with NUREG 75/
087 in identifying that the controls for special processes are cualification of procedures, equipment, and personnel.
As your reference to NUREG 75/
087 states, the criteria for deter nining those processes that are to be controlled is to be descr1 bed in the Topical Report.
The a5sence of such criteria in the Tcpical Report is interpreted to mean that no selectivity is permitted in the processes listeo.
Your resconse does document that you use some selectivity in the processes listed.
Therefore, it is con-cluded that your Tooical Report either fails to describe how you meet the criteria of Appendix 3 or that you are not following the comitments of your Topical Report.
Please advise within twenty (20] days how you will resolve the above inconsistency in order that we may complete our review in a timely manner.
