20555 Attention: Mr. A. Schwencer JOSEPH M. FARLEY NUCLEAR PLANT - UNITS 1 AND 2 DEGRADED ELECTRICAL POWER GRID CONDITIONS Gentlemen:
Our letter to you dated July 30, 1980, described Alabama Power Company's proposed test on Farley Unit 2 based upon our understanding of what had previously been agreed upon to satisfy the NRC Staff Position 4 on this subject. The test as described did not include the loading of any non-1E equipment on Startup Transformer 2B, but explained that the safeguards loads would represent approximately 17% of the total load due to a unit trip with a safety injection. Subsequently, in a conference call between the NRC Staff and Alabama Power Company repre-sentatives,the Staff stated that in order for the test to satisfy the Position 4 requirements, some of these non-1E loads should be included in the test.
A conference call was arranged on August 5 between Alabama Power Company representatives and the NRC Staff to resolve this item. The Staff stated that the proposed test would be acceptable if, in addition to the train B safeguards loads, the circulating water pump load on 4160V Bus 2A is included in the test. APC0 concurred and stated that this will be done. The resulting total load on Startup Transformer 2B will be approximately 38% of the total load due to a unit trip with a safety injection. The attached figure replaces the one included in the July 30 letter and depicts the revised proposed test lineup.
It is Alabama Power Company's position that the revised proposed test will satisfy the NRC Staff Position 4 requirements.
In regard to Unit 1, Alabama Power Co.npany stated that justification will be provided that the results of the Unit 2 test are also applicable to Unit 1 due to the similarity of design for both units. This justi-fication will be provided after the Unit 2 test results have been

analyzed and prepared for submittal to the NRC.
