August 11, 1980 Director of Nuclear Reactor Regulation United States Nuclear Regulatory Commission Attn:

Mr. Steven A. Varga, Chief Operating Reactors Branch No. 1 Division of Licensing Washington, DC 20555

Reference:

Beaver Valley Power Station, Unit No. 1 Docket No. 50-334 Revision to Proposed Technical Specification For NPSH Modifications Gentlemen:

Enclosed are three (3) signed originals and thirty-seven (37) copies of a revision to the proposed technical specifications for NPSH modifications to the Low Head Safety Injection and Recirculation Spray Pumps.

The purpose of this change is to revise the logic for the actuation of the automatic Quench Spray flow reduction.

Safety Evaluation The application of the single failure criteria of IEEE 279-1971 to the design of the Quench Spray and Chemical Addition Systems of the Beaver Valley Power Station results in the determination that the results of a single failure of one of the quench spray cutback valves to function is bounded by the single failure of a diesel generator or a quench spray pump.

Therefore, the results of the containment depressurization analysis, j

as submitted, are not invalidated by assuming that the single active failure which occurs is a failure of the cutback valve to accivate at the required time.

The OSC and ORC have reviewed the proposed change to the technical specifications and have determined that there are no safety implications 1

associated with the change and that the change does not provide an un-reviewed safety question.
