ENCLOSURE I.A.1.3 SHIFT MANNING Position (1)- Modify plant administrative procedures to require that a second Senior Reactor Operator (rather than a Shift Supervisor) remain in the control room. (2) Establish an administrative procedure for limiting overtime of personnel performing safety related functions. (3) Modify proposed technical specifications to reflect current requirements for minimum number of licensed personnel during various modes of Unit 2 i operation.

Response

(1) ' Administrative Procedures will be revised by fuel load to require a Senior Reactor Operator to be located, at all times, in the control room from which a reactor is being operated (modes 1, 2, 3 or 4). Administrative Procedures will be revised by fuel load to designate the control room as normal duty station of the Shift Supervisor; however, his movement shall not ,}- be restricted to the control room. (2) Administrative Procedures will be revised by fuel load to set forth a policy concerning overtime work for on-shift Senior Reactor Operators, Reactor Operators and shift technical advisors. This policy shall include the following overtime restrictions: (A) An individual shall not be permitted to work more than 12 hours straight (not including shift turnover time). (B) An individual shall not be permitted to work more than 24 hours in any 48 hour period (not including shift turnover time). (C) An individual shall not work more than 72 hours in any 7 day period (not including shift turnover time). (D) An individual shall not work more than 14 consecutive days without having two consecutive days off. Recognizing that circumstances may arise requiring deviation from the above restrictions, such deviation may be authorized by the on-call Emergency Director (this duty is rotated between the Plant Manager, Assistant Plant Manager, and other Superintendents designated by the Plant Manager) in l accordance with Administrative Procedures and with appropriate documentation i of the cause. 4 l l

-(3) For the period between fuel load and April 21, 1981, Alabama Power Company commits to having on each shift one Shif t Supervisor assigned to each unit and licensed on that unit. In.the event that either of the Shift Super-visors are not licensed on both units, one additional SRO licensed at a minimum on Unit 1 only will be assigned to the shift. The Unit 1 and Unit 2 control rooms are shared with identical control boards. In addition, Administrative Procedures are common for both units and some systems are shared between both units; therefore, operator proficiency is maintained between units. After April 1,1981, if either Shift Supervisor is not licensed on both units, one additional SR0 licensed en both units will be assigned to the shift. Listed below are the number of Unit 1 Shift Supervision presently licensed and the schedule to license these individuals on Unit 2 by April 1,1981. NOTE: The concept described above will be clarified and finalized in the Farley Nuclear Plant Unit 2 Technical Specifications by working with the NRC Staff.   • Does not include the licensed Senior Reactor Operator or Senior Reactor Operator Limited to Fuel Handling, supervising CORE ALTERATIONS after the initial fuel loading.
  1. Shift crew composition may be less than the minimum requirements for a period of time not to exceed 2 hours in order to accccmodate unexpected absence of on-duty shift crew members provided immediate action is taken to restore the shift crew composition to within the minimum requirements of Table 6.2-1.
    • For the period between fuel load and April 21, 1981, one Shift Supervisor will be assigned to each unit and licensed on that unit.

In the event that either of the Shift Supervisors are not licensed on both units, one additional SR0 licensed at a minimum on Unit 1 only will be assigned to the shift. After April 1,1981, if either Shift Supervisor is not licensed on both units, one additional SRO licensed on both units will be assigned to the shift. A Senior Reactor Operator will be located, at all times, in the control room from which a reactor is being operated (modes 1, 2, 3 or 4). The control room is designated as normal duty station of the Shift Supervisor; however, his movement shall not be restricted to the control room.

      • A reactor operator licensed for each unit must be at the controls of that unit at all times when fuel is in the reactor. Also, a relief reactor operator licensed for each unit must be available on-shift.

This could be a single individual if he is licensed for both units. I I ,}}
