Dear Mr. Smith:

In the near future, Consumers Power Company intends to one temporary dewatering in certain areas at the Midlar _ . . This dewatering is not intended as a part of the pr.,nanent "fix" proposed by Consumers with regard to foundation soils; instead, the dewatering is similar to temporary dewatering previously conducted to enable performance of constructicn activities not related to soils.

The purpose of undertaking this temporary dewater-ing at this time is two-fold: (1) data obtained from the dewatering will be useful in substantiating the predictions for settlement which may be expected once the permanent dewatering system is installed; (2) data will also assist in i providing more design information for the dasign of the permanent dewatering system. In addition, this dewatering will assist'ia preparation of the site for the installation of caissons which may, pursuant to Consumer Power's proposed ,

fix, be done at a later date. However, at this time Con- l sumers Power has no plans to begin installation of the caissons themselves.

Since the proposed dewatering is only temporary, it does not represent an' irrevocable comInitment to a certain remedial path.
