Davis-Besse Unit 1-Mode 5 Power (MWT)=0, Load (Gross MWE)=0 At 1454 hours0.0168 days <br />0.404 hours <br />0.0024 weeks <br />5.53247e-4 months <br /> on August 3,1980, Instrument and Controls personnel were removing Safety Features Actuation System (SFAS) Channel 4 bistable i

BA413 and accidentally caused Decay Heat Isolation Valve DHil to travel closed. The reactor operator immediately stopped DH pump 1-1.

This stopped decay heat flow for approximately 3 minutes until the bistable could be re-installed and the pump restarted.

This occurrence placed the unit in violation of Technical Specification 3.4.1 which requires at least one decay-heat pump-be in operation while the unit is in Mode 5.

This incident is being reported in accordance with Technical Specification 6.9.1.8.b.
