Dear Mr. Herb:

I I am writing in response to your letter to President Carter concerning the delay in placing Three Mile Island Nuclear Station, Unit No.1, back into service.

As you may be aware, the NRC has ordered that a public hearing he conducted to determine whether the facility slould be operated and, if so, under what conditions. The public hearing is scheduled to begin this fall. During the hearing, the technical issues appropriate to assure public health and safety will be addressed. The NRC staff is currently involved in the on-going review of technical information concerning the restar of Unit 1.

Based upon the current status of the proceedings, the devei.pment of a record on which the Ceanission can make a decision regarding restart is not expected before the early part of 1981.

While the NRC is, of course, concerned about financial impacts on consumers and licensees, the NRC's primary responsibility is the assurance of public health and safety.

Dear Mr. President:

I am writing this letter on behalf of G.P.U. because I believe the press coverage of the Three-Mile Island ac-cident has been so unfair that they are on the verge of bank-ruptcy.

To be more enlightened, I toured the plant some weeks ago and was surprised to learn that it is a very efficient oper-ation.

I also learned that unit #1 is closed down now awaiting a decision by the N.R.C. and P.U.C. to determine if G.P.U.

should continue to operate it.

Unit #1 has the best efficiency rating in the world and there is no reason it is not in operation at this time because there never has been a problem with it.

I believe that government supervision is important, how-ever, to ruin a company so vitally needed to this area is rid-iculous.

The other thing that I am concerned about is that those who are making the decis9ns, at least the members of the Pa. P.U.C. are not experts and any decisions that they make may not be in the best interests of the company or the local inhabitants.

I will appreciate your efforts in getting the decision-making machinery coving so that something can be salvaged from this expensive investment most of which has been paid by private investors.
