Dear Mr. Gram:

I am writing in response to your letter to President Carter concerning the delay in placir.g the Three Mile Island Nuclear Station, Unit No.1, back into service.

As you may be aware, the NRC has ordered that a public hearing be conducted to determine whether the facility should be operated and, if so, under what conditions. The public hearig is scheduled to begin this fall. During the hearing, the technical issues appropriate to assure public health and safety will be addressed. The NRC staff is currently involved in the on-going review of technical information concerning the restart of Unit 1.

Based upon the current status of the proceedings, the development of a record on which the Commission can make a decision regarding restart is not expected before the early part of 1981.

While the NRC is, of course, concerned about financial impacts on consumers and licensees, the NRC's primary responsibility is the assurance of public health and safety.

The fomer Atomic Energy Commission (AEC) had a Congressional mandate to develop and promote nuclear energy. When the AEC was abolished in 1974, the NRC was created by Congress for the sole purpose of regulatir.g(DOE) is now the commercial production of nuclear energy. The U. S. Department of Energy responsible for the Federal Government's nuclear research and development activities. Consequently, your comments and questions about the future of this energy source should be directed to that agency.

Excuse me, for taking your tine, but I'm concerned about Gener91 Public Utilities.

It seems to me, it is not being atisfactorily handled at lower levels.

I feel this co-

/ mpany has been punished enough for the mistakes with Unit No. 2 at Three Mile Isisnd.

lith ~ Unit No. 1 not opera-ting, the cost bf utilities ir this region is rising,

which in itself is inflationary and is also adding to the hardships of the fixed income population.

I would also like tocoint out, without startup of Unit 1 further rate ircreases will be necessary to avoid company bankruntcy.

This is a Billion dollar investment, which should not be lost.

This_ Regulatory Commission foot dragging appears preva-lent in other parts of the nacion, 9s at the Trojan plant in Oregen.

This country owes its greatness to the horse-power available per worker 9nd this is going to have to continue.

Nuclear power is the best option, because of its limitless availability.

Any operating problems will have to be worked out as we go along.

With our ability to put men on the Moon, this should not be too difficult.

Foreign countries are building Nuclear plants and the USA is loosing its leadership in this field, after develop-ing it.

It seems to me, the government should take some responsibility, in as much ns, they did the development work and to also encourage Utilities to build commercial plants.

As a concerned citizen and voter, I would like to see Unit No.1 put in operation as early as possible.

Please do everything possible to get action from the commission and all others involved, on this matter.
