Dear Mr. Chaghey:
Eecause the Nuclear Regulatory Connission is the federal agency directly responsible for licensing nuclear power plants, your letter postmarked Fay 9,1980, has been referred to me for reply.
The funds for constructing Seabrook Station, Units 1 and 2 are being provided by Public Service Company of New Hampshire and several other electric utilities. Therefore, it appears that your suggestion that federal funds be taken away is based on a misunderstanding.

The effects on aquatic life was an issue in the heartng that preceded the decision to issue construction permits. The Atomic Safety and Licensing Board evaluated the environmental effects on aquatic life and people, and other environmental effects, and concluded that the environ:nental costs were justified in view of the benefits from operation of the Seabrook Station.
