August 5, 1980 0FFICE OF INSPECTION AND ENFORCEMENT EN 35 NOTIFICATION OF SIGNIFICANT ENFORCEMENT ACTION Licensee:

Metropolitan Edison Company, Parsippany, NJ (Three Mile Island Unit 2)

Docket No. 50-320 (License No. DPR-73)

Subject:

PROPOSED IMPOSITION OF CIVIL PENALTIES - $9,000 This is to inform the Commission that a Notice of Violation and a Notice of Proposed Imposition of Civil Penalties in the amount of Nine Thousand Dollars will be issued on or about August 7, 1980, to Metropolitan Edison Company.

This action is based on alleged items of noncompliance relating to the delivery of liquid radioactive material to a carrier for transport in containers which were not authorized by the supporting safety analysis which only authorized the packaging of solid radioactive material.

A news release has been prepared and will be issued about the time the licensee receives the Notices.

The Commonwealth of Pennsylvania will be informed.

It should be noted that the licensee has not been specifically informed of the enforcement action.

The schedule of issuance and notification is:

Following NRC staff evaluation of the response, the civil penalties may be remitted, mitigated or imposed by Order.
