Dear Chaiman Ahearne:
Your letter of May 2,1980, requested the Administration's views on whether the results of the International Nuclear Fuel Cycle Evaluation (INFCE) or events since October 1977 have led to a change in Administration nonprolif eration policies and whether the positions expressed in my letter of October 4, 1977, continue to be those of the Administratir.n.
Nothing in the INFCE results nor in the events"since October 1977 has altered the Administration's view that our goal of stopping the spread of nuclear wea;idn's ' capability among non-

weapons states can be significantly helped b'y a halt in purex reprocessing, or the President's decision in April 1977 that the U.S.
should " defer indefinitely the commercial reprocessing and recyleing of plutonium produced in U.S.
nuclear power programs."
Moreover, the positions set out in'my letter'of October 4, continue to be those of the Adalnistration'.
According*y, it is,the' view of the President that the GESMO proceedings should remain terminated and that a reopening of GESMO would

be inimical to national security and contrary to the non-proliferation and foreign policy interests of the United States.
