Dear Professor Murphy:
Mapleton intervenors opposes the proposed draft order with respect to environmental procedural matters, submitted with letter to you of November 24, 1971 by Dow counsel.
Refinement of Environmental Issues We adhere to the position taken at the November 23, 1971 conference.
Neither applicant nor Dow has made any showing of need to refine the contested environmental issues in this proceeding at this time.
Nor have they shown that refining the environmental issues at this time will actually make it possible to acceler-ate their disposition, absent the filing of Staff's detailed i
environmental statement.
Mapleton's pleading is a sufficient statement of its en-vironmental contentions and fairly apprises applicant and Dow of the nature of the controversy.
Further specificity of environmental issues will be pro-vided when Mapleton serves its testimony, and adversaries will have a reasonable opportunity to answer such proofs.
