DML - DR This refers to your letter of May 28, 1970, in which yo N [fd5d N a p1====A use of steam generated in a secondary heat exchanger by the pro-posed Consmeers Power Compa=y nuclear power plant. We are prepared to receive and evaluate an application for a Part 30 specific license to receive, possess, and use the s=aaaA=ey steam as a source of thermal or mech==ie=1 energy along the lines discussed in your letter.
Mr. Richard E. Cunningham, Assistant Director for Plans and Technical Programs, Division of Haterials Licensing, will plan to meet with Mr.
James F. Haddox to discuss the action you described in your letter con-carning a Part 30 application and to outline in more der. ail the type of information that should be contained in the application. The timing on the reviar of the application and the issuance of a license for the use of secondary stama as proposed in your letter will largely. depend on the completeness of your application in defining a suitable control program which provides reasonable assurance that the steam will rammin isolated for all practical purposes from Dow products and their precursors.
The application must indicate how much leakage of secondary steam to products or classes of products at interface points can be tolerated while main-taining tha amount of radioactivity in products within the range of back-ground (product sensitivity index). The application must also describe a satisfactory control program with sufficient information about the physical methods of detecting leaks which are compatible with the sensitivity indexes of products being monitored, criteria for repair of leaks, surveillmeice pro-cedures. =A=inistrative control, and other related matters.
We hope that as a miniansa work on the application can progress sufficiently so that major problem areas and their method of resolution will have been i
identified by the time of the hearing for the Constaaer reactor construction permit.
