As you know, the Administrative Conference of the United States has undertaken a staff study of procedural problems in the licensing of nuclear power plants by the Atomic Energy Commission.
This study has now produced two tentative reports, one by Professor Arthur W. Murphy and the other by members of my staff.
A copy of each is enclosed for your use.
The Committee on_ Licenses and Authorizations of the Administrative Conference will be considering these reports in the near future.
Your comments on the two reports and their conclusions would be very much appreciated.
