AFF.ADAVIT OF FRAN CIS W.'J0YCE Francis W. Joyce being first duly sworn, deposes and says:

1. I reside at 767 Niantii~Eive,~ Foster city, CaTTrofi1Ta' 94404 and am employed by the Bechtel Power Corporation and uly title is Supervising Civil Specialist, Quality Control.

2. I received the Bachelor of Science degree in Civil Engineering from California Institute of Technology in 1954 and the Master of Science Degree in Engineering, specializing in Soil Mech-anics from Harvard University in 1955.

I l 3. Upon graduation I accepted employment with Dames & Moore, Inc.,

for a period of three years, where I was a Senior Soils Engineer responsible for engineering reports in the field of Soil Mech-anics and foundation design.

4. I then worked for Phillip Benton & Associates as a staff Engineer in Soil Mechanics and foundation design for a period of three years.

5. I was then employed by Robert S. Cooper & Associates as a staff Engineer for one year in the field of Soil Mechanics.

6. I was Vice-President and Chief Engineer of Abbot A.

Hanks, Inc., a comercial testing laboratory specializing in construction inspection of soils, concrete, and structural steel.

7. In March of 1971, I joined the Becht'el Corporation as .

a Material Engineer.

8. On June 14, 1973 I visited the Midland Plant site for the purpose of continuing the examination of inplace materials, in accordance with the inspection program developed pursuant to ALAB-106.

9. I was accompanied by Richard Grote, Civil Field Engineer ,

and Frank Kapla, Quality Control Engineer at the Midland site, both of Bechtel Power Corporation.

10. During my inspection I examined the Tendon Access Gallery on Containment number one.

11. In accordance with the Quality Control Program insti-tuted under ALAB-106, for the inspection of concrete structures, I noted the location of all cracks and examined each crack with a ten power optical comparator capable of classifying crack widths in accordance with the Quality Control Plan submitted in accordance with ALAB-106.

12. Cracks were observed in both the inside and outside walls of the tendon access gallery. In general the cracks were from the bottom of the wall to top. The cracks were all vertical and were predominantly Class I cracks. Only two cracks in the approximately 700 lineal feet of wall examined were classified in Class 4, and these were separated by approximately 86 feet.

13. The observed cracks were normal drying shrinkage cracks that would be found in 'the vast majority of re'nforced concrete buildings. Examination of these cracks with a ten power optical comparator revealed no evidence of

shear type motions.

14. Drying shrinkage cracks are normally associated with reinforced concrete construction and are a result of the normal drying and strength gaining property of concrete.

15. The location of the cracks was determined by measuring clockwise, when viewed from above, along the inside wall of thecircumferential auxiliary building distance accessstarting door (at the middleazimuth61'30").

16. One of the class 4 cracks was found on the inner wall at station 2+59 and the other was found at station 3

+45. Neither of these cracks will impair the structural integrity of the concrete.

17. On June 15, 1973 I visited the Midland site and compared the attached photograph, labeled " Reproduction of Saginaw Valley Intervenors Photograph" with the crack located at station 3+</r That portion of the crack located between

[f 1 and A feet from the top of the inside wall of the tendon access gallery appeared to be essentially the same as the crack shown in the attached photograph labeled

" Reproduction of Saginaw Valley Intervenors Photograph".
