WILLIAM S. GIBBONS, JR., being duly sworn, deposes and says:
1.
I am Quality Assurance Manager for the San Francisco Power Division of Bechtel and have responsibility for the Quality Assurance Program for the Midland Project. I am making this Affidavit of my own know-ledge and swear that the statements contained herein are true.

In the July 19, 1973 Supplement to RO:III Inspection Report Nos 050-329/73-05 and 050-330/73-05, the Chief of the Reactor Construction-Branch indicated that, subject to verification, the unresolved matters discussed on page 5 of that Report had been resolved.

One of these rnatters was the reporting level of the Bechtel QA Manager responsible fer the Midland Project. While the Bechtel QA Manager responsible for the Midland Project had previously reported to the Manager of Project Operations, as Quality Assurance Manager I now report to the Vice President and Divisional Manager of the San Francisco Power Division of Bechtel (see Figures A and A-2 attached and made a part hereof).

Concerning the matter of the site functional relationship between the Bechtel QA staff and the Bechtel QC staff, the Bechtel Quality Assurance Engineers have auditing, monitoring and surveillance functions

over the Bechtel Quality Control Engineers, as shown in Figures A A-1 and A-2, which are attached hereto and made part hereof. This relationship has been previously defined in Bechtel's QA program for the Midland Project.
Figures A, A-1 and A-2 set forth the Bechtel Quality Assurance organization which is in effect at Midland and are merely intended to clarify this relationship.

With regard to the work of the Quality Control Engineers, as indicated in Figure A, the Chief Field Quality Control Engineer, located in San Francisco, has salary administration and performance review responsibility for the Project Field Quality Control Engineer who has project reporting respon-sibility over the Quality Control Engineers and technical direction and administra-tion over them.
As indicated above, the Quality Assurance Engineers have auditing, monitoring and surveillance functions over the Quality Control Engineers.
