She applicent, Consumers Power Conpany, pmposes to built two mits m a site m the south shore of the Tittabawassee River, adjacent to the southem city limits of Mid1ms!, Michigan. Eada mit would be a pmssurized water reactor system, with 311t 1 capable of generating 492 all m watts of electricity and Unit 2 generating 818 million watts.
'! hey would both be built by the Babcock and Wilcox Capany.
She applicant p:tposes that the Midhnd plant would be dual purpose.
In additim to generating electricity, it would also supply process steam for use by the Dow Quinical Capany. 311t 1 would supply 3.6 millim pounds per hour of process steam; Onit 2 would provide 0.4 million pounds per hour.
I:nclosed is a chttnology of events mlating to Consumers Power Company's application for cmstmetion pemits for the Midland plant.
She evidentiary hearing in this contested proceeding began in Midland on June 21, 1971, after severcl mtriths of prehearing procedures. The hearing was in session on seventeen days between June 21 and July 23 During this period, extensive oral and documentary evidence was a ceived on several safety-related issues in the proceeding. On July 23, when the hearing was recessed, certain matters were left for futum consideration.

Mr. J. Faderick Weinhold In May 1971, the AEC noted that its regulatory staff myiewing acently developed infbmation pertaining to emerppncy core cooling systems. 'Ibese am me of the backte safety feat s ecployed in water-cooled aclear power plants and are int to pmvide cooling water to the fuel should them for some re a loss of the nomal mactor cooling water. On June 29,1971, AEC issued a statement of policy containing cmservative interim e teria for the perfvimorce of emergency oore cooling systems. As n' t of the inplementation of these criteria, Cmstmara Power CC was asked in July 1971, to sthmit additional information fbr myi by the AEC m Eulatory staff.
When this has been aceived and the AEC will be able to ochplete its fttrther assessment of. thal sa,fety features employed by the Midland plant. If epympriate, the. staff will offer additional testimony in the Mir11and paw on the subject of the effectiveness of the energency com cooling system v wposed to be utilized in the Midland plant.

'Ihe AEC m gulatory staff will pmpam a draft Detailed Statement, which with the Envimrynental Reports, will be made available to Federal agencies, State and local officials, and interested persons for connent within 30 dstys. 'Ihe Cerrdssion's agulatory staff estimates that the final Detailed Staterent to be pre-pamd by the AM, taking into consideratim any coments that may have been moeived, will be conpletad early in 1972. 'Ihis Detailed State-ment will be offered in evidence in the pmceeding.
