~+-"d" ds and criteria established by the Commission for review of nooiicacions for nuclear power plants include provisions for conservative design and operating margins anc tor redundancy of components and systems to compensate for the fact that no body of snowledge can ever be completa eno.gh to ~ ' ~ ~ccrtaintics and risks to zero. Thus, althcugh the operation of nuclear power plants is not completely risk-free, it is the safety objective of the Commission, through the licensing process, to require applicants and licensees to take those actions necessary to assure that the risk is extremely low.
It is in this regard that each applicant for a construction permit is required to submit for Commission approval its preliminary plans for coping with emergencies so that if an emergency situation should occur, aporooriate measures can and will be taken to protect public health and safety and to prevent damage to property.
An application for a construction perunit is required to contain sufficient information to assure the compatibility of proposed emergency plans with nuclear power plant design features, site layout and site location with respect te'such considerations as access routes, surrounding population distributions and land use. At the operating license stage of the safety review, an applicant is required to submit for Commission approval, agreements reached with local, State and Federal officials and agencies for the early warning of the public and for public evacuation or other protective measures should such warning, evacuation, or other protective naeasures become necessary or desirable.

Gadler For the Midland Plant, the applicant has held discussions with the city of Midland officials concerning the emergency action required in the unlikely event of a nuclear incidente The emergency plan would be initia*ed by the senior man ou shift whenever it became apparent from in-plant instrument readings that radiation levels at the site boundary would exceed pre-established action levels. There is already established an arrangement between the city of Midland and Dow Chemical Company which allows for systematic evacuation of the plant environs in response to spacific chamic:1 rc!cascs. 2.'ichi;:n State Police, city of 2.!!d12nd Police and the Midland County Sheriff's Department would 'oe notified to provide assistance in traffic control and to notify residents for affected areas if an incident were to occur. At the operating license stage of the safety review for the Midland Plant, we will require Consumers Power Comnany to submit its tinal emergency plan whicn will include provisions for evacuation of the plant and surrounding areas.
