As required by the Board in its Order of January 28, 1977, Dow has continued to be a party to these proceedings and has responded to all reasonable requests of the other parties with respect to discovery and the production of witnesses as such were relevant to Dow's needs for process steam and the operation of its existing fossil fuel-fired facil.ities. Dow has, however, taken the position throughout these proceedings that the issues to be covered and the evidence to be intro-duced with respect to said issues should be detennined by parties other than Dow. e 8007250 'l l { {
