MOT' ION FOR LEAVE TO FILE ADDITIONAL MATERIAL IN CONNECTION WITH MOTION TO CIARIFY ALAB-123 IN LIGHT OF NIAGARA MOHAWK Saginaw Intervenors move the Commission for the entry of an Order permitting the filing instanter of the enclosed let-ter and newspaper article from the New York Times. This infor-mation is offered not necessarily for the truth of the matter stated (although we believe it to be true) but rather for the fact that utilities are seeking rate increases to compensate for energy conservation.

We believe that this information is imporcant to the Commission's further deliberations.
