MEMORANDUM ADDRESSING THE CLOSURE OF RECOMMENDATION 6 OF THE FOCUSED SELF-ASSESSMENT OF INTEGRATED MATERIALS PERFORMANCE EVALUATION PROGRAM The purpose of this memorandum is to document the decision to evaluate the U.S. Nuclear Regulatory Commission (NRC) materials programs as a single entity under the Integrated Materials Performance Evaluation Program (IMPEP) beginning in Fiscal Year (FY) 2021.

In June 2018, staff issued the report titled Focused Self-Assessment of the Integrated Materials Performance Evaluation Program (IMPEP) (Agencywide Documents Access Management System Accession No. ML17187A100). The Focused-Self Assessment Team consisting of two NRC headquarters staff, one NRC regional staff, and two Agreement State representatives proposed Recommendation 6 to evaluate the advantages and disadvantages of the NRC conducting IMPEP reviews of its materials programs evaluated as a single entity, similar to Agreement States with multiple agencies. The Office of Nuclear Material Safety and Safeguards, Division of Materials Safety, Security, State, and Tribal Programs management and staff reached alignment with Regional Administrators and staff regarding the approach to evaluate the NRC as a single entity under IMPEP. Lubinski, et al. 2 Device Evaluation program as separate entities is inconsistent with the IMPEP reviews of Agreement States with multiple agencies and is not in keeping within the spirit of a National Materials Program. As such, staff recommended, and I agreed, that NRC programs be evaluated as a single entity.

This change will start in FY 2021. Implementing this change in FY 2021 will delay the IMPEP reviews for Headquarters and Region I programs and advance the IMPEP reviews of Regions III and IV programs. Conducting the NRCs single entity IMPEP review in FY 2021 will result in more efficient resource utilization over the FY 2020 to FY 2023 period.

I appreciate the evaluation and recommendation by the staff and appreciate the Agency supporting implementation of the program changes.
