Dear Mr. Mcagelsdorf:

e The Advisory Committcc on Reactor Safeguards in its let:c of December 10, 1972, lists the gencric items which have b:en referred to in past AC2S lotters as well cs scac additisnal ones identi2ied by tha Regulatory staff in the licensicq process.

The Acas's classification of the currenc ctatus of these items as either Group I (resolved gencric items) or Group II (rosolution on a ganaric basis pending) is, con-sistent'...th,the Regulatory staff's evaluation.

We arc pleased to note that the ACns believes that many of the generic items cited in its reports have been resolved. -,,

by actions of the applicants or decisions of the Regulcsory Staff, in cooperation with the ACRS.

Even though the safety issues listed in the " resolution pending" category have been evaluated in the review of indi-vidual licensing cases where they cro relevant, the resolution of theco broadly cpplicable problems on a generic basis is a desirable cpproach to developing consistent, thorough and offective li:ensing reviews.

The Regulatory staff will continue to give high priority to the generic items listed in Group II in order to move them to the Group I list as having been resolved on'a generic basis.

To achieve this, the staff will consider all cvail-able avenues and will use the approach which appears most likel-I to permit a satisfactory solution on a timely basis.

Specific avenues include developing nnd promulgating a regulction or regulatory guido, evolving a gencrclly applicable position based on the licensinej actions which rc:,olve probitr.: crcas on specific cases, recom. endiaq Ac orican ?!a tioncl S tac. 'ards

mondations for any additional R&D which is identified will be consistent with the AZC's policy that applicants are pri-marilv resoonsibic for the technical just; Zication of the scfety of 'roposed activitics, and with the AEC's need for p
