Dear Secretary Chilk:
We enclose six copies of a Motion for Directed Certifi-cation, which is of an extreme emergency character, and we ask that the Commission act on it immediately in time for a final ruling prior to March 21, 1977.
While we have captioned our papers as alternatively before the Appeal Board and are sending the Atomic Safety and Licensing Board copies of the papers, our belief is that the matter properly belongs before the Commission, but out of an abun-dance of caution we are also filing with the Appeal Board.
