Dear Senator VanderLaan:

Reference is ande to your letter of October 21, 1971, to President Nixon concerning the nuclear power plant proposed for construction in Midland, Mich gan. Enclosed for your information is a report from the Atomic i Energy Commission giving the current status of the Midland plant. This identifies the major unresolved issues and indicates action that must ~ presently be taken to effect their resolution. The Atomic Energy Commission is, of course, well aware of the critical-need for timely action on the construction permit application for the Midland plant, and for other plants proposed for construction in t.'ichigan. The regulatory staff is giving the highest priority to revicu of ti.c environmental reports submitted by applicants for the Fermi 2, Midlaa3,. and Palisades plants. It will also proceed.as expeditiously as possible with its reevaluation of emergency core cooling system effectiveness of the Midland plant now that the requested information has been received from the Consumers Power Company. It is not feasibic to speculate as to the date on which hearings may resume in the Midland proceeding. This is dependent on the completion of reviews of the environmental and technical features of the plant, o N ,ee m. .m

Dear President Nixon:

I am writing in regard to the application by the Consumer Power

Company for a constructic,n permit to build a nuclear energy plant in
  • Midland, Michigan.

The purpose of tne proposed plant is to supply' desperately-needed' electr cal power to the State of Michigan and to the Dow Chemical Company, an employer of approximately 7,200 hourly and 4,000 salaried people in the Midland area. In addition, the proposed nuclear energy plant will supply processed steam to the chemical firm. The constructicn of such a plant is of prime importance for the econcmic welfare of Midland in particular and Michigan in general. As you may know, the Midland area from the standpoint of unemployment is.a distressed area. However, the hearings before tne Atomic Safety and 'lLicensingBoardwhichbeganDecember1,1970,arepresentlyinrecesswitnout' a specific date for reconvening. In the meantime, the delays incident to, and the uncertainty of tne granting of the permit, plus the high cost of fossil fuel energy which Dow presently uses, has forced the corporation to shut down one production facility and move the components of the facility te another non-Michigan area where energy costs are much less. Moreover, Michigan's economy cannot afford to lose the large number of jobs at stake. This nuclear energy project represents an outlay of over $500,000,000 in construction costs plus thousands of jobs, direct and indirect, in addition to the widespread stimulus it will give to the entire area. Each year's delay without the construction permit means the loss of a job a day in the Dow Chemical Company alone. It must be emphasized that the delay can be as costly as not securing { the permit at all. Based on the best opinions, Consumer Power Company must { have the permit by the end of 1971, or jeopardize the entire project in its i Midland setting. ~ Rec'd Off.Digof Reg.
