Proprietary Documents Gentlemen:

Enclosed are two documents containing nuclear fuel cycle cost estimates for the Midland Plant:

1.

" Consumers Power Company - Forecast of Uranium Concentrates" (containing new estimates regarding initial core costs)

(2-25-77 by MKS)

" Composite Cost Comparisons'- Midland 2.

Initial Core" (1-20-77 by MKS)

Both documents contain output of the computer program NM2, and are considered proprietary to Consumers Power Company as their release to the public would be detrimental for the reasons set forth in the Charles E.

Bayless affidavit of February 18, 1977.

Reference is made to paragraph 4 of that affidavit and to the February 22, 1977 letter of Mr. Renfrow accompanying it.

Based on the affidavit and counsel's arguments at the hearing as referenced in Mr. Renfrow's letter, Consumers Power Company respectfully requests that the Board find these two additional documents to be proprietary and only re-leased to the parties under a protective order.

March 14, 1977 Page Two Power Company requests that such a ruling be certified directly to the Appeal Board.

The documents are being supplied to Mr. Hoefling for the NRC Staff per their request and their agreement to regard them as proprietary pending a determination by this Board.
